Rule 18 – Killing Humans
2009.10.06 CE

Rule 18 – Except in defense of self or other people against physical death, physical slavery, or physical oppression, murder (killing a person) is wrong and shall be punished.

Physical death, besides the obvious complete shutdown of body functions, includes putting people into a condition where their personality is gone and there is no medical way to revive it which includes a vegetative state of mind.

Rule 17 addresses physical slavery and oppression also. It says it should be punished. If nothing else is fruitful it is acceptable to kill the offenders when removing the physically enslaved or physically oppressed from their condition.

The crimes of slavery by mental control or oppression by mental control are not punishable by death because the damage done can be mitigated to a considerable degree and any residual damage can be handled through punishment of the offender and civil action.

Enslavement and oppression in this case implies either physically controlling you or mentally controlling you by law, force, or psychological manipulation for an extended period. It does not include parents limiting their children’s physical activities, or a states reasonable punishment for crimes.
